Grand Theft Auto - Vice City - This one is built on the same engine as GTA3 so running it with Windows 98 compatibility seems to work okay. It does seem to have the brake+reverse issue but it isn't too bad and some things load very slowly but it works It also might help to turn on the frame limiter if you are having issues.
